Thomas J. Killian, Jr., MS, LBS, CAADC, CCTP, NADD-CC – Executive Director- Thomas is a doctoral student at Northcentral University to obtain his Ph.D. in Psychology. He has held various positions in the mental health field leading many non-profits to success in the recovery of the individuals served. Thomas has made a career in the mental health services field holding many certifications such as; a Certified Clinical Trauma Professional from the International Association for Trauma Professionals, a Clinical Certification for Dual Diagnosis with the National Association for those with Dual Diagnosis, a Licensed Behavioral Specialist, and a certified peer specialist supervisor. He belongs to various mental health organizations such as NADD, AAIDD, NAMI, and Pennsylvania Psychological Association. Throughout his career he has helped organizations reduce the amount of traumatic events as a Trauma Informed Care champion conducting trainings on Trauma Informed Care, dealing with challenging behaviors and many other mental health related topics.
Charity Francis, MBA, SHRM-CP- Director of Finance & Human Resources- Charity joined Garrett County Lighthouse, Inc. in July 2015 as our Director of Finance & Human Resources. She received a Bachelor’s Degree in Business Administration in April 2015 and a Master’s Degree in Business Administration in March 2018, both from Southern New Hampshire University. In June 2018, Charity earned her Strategic Human Resources Management – Certified Professional credentials. She currently resides in New Creek, WV with her husband and two daughters.
Stephanie Farber, CPRP- Director of Behavioral Health Services- Stephanie has been employed with Garrett County Lighthouse, Inc. since November of 2013. She has fulfilled roles within our organization as a Behavioral Health Technician in our Residential Crisis Program, as a Case Manager, and she is currently the Director of Behavioral Health Services for our Psychiatric Rehabilitation Program (PRP). Stephanie is a Certified Psychiatric Rehabilitation Practitioner and is currently pursuing her Master’s Degree in Clinical Rehabilitation and Mental Health Counseling at West Virginia University. She plans to graduate in May 2019 and obtain licensure as a professional counselor. Stephanie lives in Oakland, MD with her boyfriend and daughter. Her hobbies include being outdoors and spending time with her family.
Tiffany Ratliff, CPRP- Director of Residential Rehabilitation and Crisis Services- Tiffany joined Garrett County Lighthouse, Inc. as a Behavioral Health Technician in our Psychiatric Rehabilitation Program on July 31, 2014. In August 2014, Tiffany received her Bachelor of Science Degree in Criminal Justice, with a minor in Psychology, at Fairmont State University where she also cheered. During her time at Garrett County Lighthouse, Inc. Tiffany has also fulfilled the role as a Case Manager and she is currently the Director of Residential Rehabilitation and Crisis Services. In January 2018, Tiffany passed her exam to become a Certified Psychiatric Rehabilitation Practitioner. Tiffany currently lives in Oakland, MD with her husband and their two daughters. In her spare time, Tiffany enjoys going on side-by-side rides and watching four-wheeler and dirt bike races.
Holly Keller- Director of Health Care Quality- Holly joined Garrett County Lighthouse, Inc. as a Case Manager in June of 2018. She graduated with her Bachelor’s in Child Development and Family Studies with an emphasis in Family and Youth from WVU in May 2018. She is currently pursuing her Master’s degree from Walden University in Human and Social Services and is specializing in Crisis and Disaster Intervention and will complete that in November 2019. Holly was awarded Employee of the Quarter in January 2019. She lives in Keyser, WV. Her hobbies include spending time with her family, attending concerts, and traveling.
